The RW's unilateral increase in fees is not without reason

Brilio.net - Recently it went viral on social media regarding a case of feud between a private junior high school in Surabaya and the local RW administrator. The issue that caused the dispute was the issue of contribution fees. This incident occurred in Manyar Tirtomulyo, Surabaya, East Java.

The problem is that the private junior high school is asked to pay fees to the local RW. No half-hearted, the costs reach IDR 140 million per month. Seeing the large amount, the school said it was reluctant to pay the fees.

As a result of the feud, local residents then closed the only road access for teachers and students to school. This conflict went viral on social media when Deputy Mayor of Surabaya Armuji uploaded the mediation process on his personal Instagram account.

"Follow-up to residents' reports regarding problems between residents and the junior high school in Manyar Tirtomulyo. The problems arose because of disagreements over the fees proposed by residents to the school," reported @cakj1 on Friday (2/8).

The school is obliged to pay fees to the 4 local RWs. As for the initial agreement, the school was obliged to pay IDR 25 million per month for one RW. In total, it reaches IDR 100 million. Both parties agreed on the nominal amount.

However, this figure was suddenly increased unilaterally. So, the school reported this problem to the local government. It is known that schools were asked to pay IDR 35 million or if calculated it reached IDR 140 million.

"Initially (the fee) was IDR 25 million, it was increased to IDR 32 million, the school still wanted to pay. It was increased again to IDR 35 million, the school didn't want to, they objected," said Armuji.

It turns out that the RW's unilateral increase in fees was not without reason, Armuji said that the money would later be used to pay security guards who guard around housing and schools. In total there are 30 people employed as security.

Residents also use the excuse of traffic jams around schools to increase fees. Therefore, Armuji then went to the location to get a more detailed explanation. Apart from that, he also tries to carry out fair mediation for all parties.

"I said, if the fees are appropriate, there won't be any traffic jams. But if they don't, it's considered a traffic jam. It's also a public road, not owned by individuals because it has become a public facility for the City Government," he explained.

Apart from the objections, according to Armuji, the school said that the audit of the money was also unclear. The reason is, a lot of the remaining contribution money was collected by the RW who didn't know what it was used for.

"The audit school itself pays a fee to pay 30 security guards. The salary for the security guards is only IDR 2.5 million, and that's only how much for 30 (people), and the rest is still a lot of money," he explained.

Mediation went smoothly, both parties agreed not to agree to each other's requests. Armuji then handed over the decision to the school. Will this feud take legal action by reporting it to the police?
