For KK itself, foreigners must fulfill at least three requirements, namely a permanent residence permit, marriage book or marriage certificate extract, and a moving certificate for residents who move within the territory of the Unitary State of the Republic of Indonesia (NKRI).

KITAP can be given to foreigners or foreigners who are legally married to Indonesian citizens.
