Meanwhile, other insurance companies decided to investigate what happened to Chang because they felt it was odd and unusual. The reason is, this action was carried out because Chang was trying to get an unusual number of insurance policies in one short time.

Chang's inflammatory injuries were also considered suspicious by the insurance company. So, several insurance companies decided to report the case to the authorities.

As a result, their actions were exposed by the Taiwan Criminal Investigation Bureau, when prosecutors obtained evidence showing Chang had taken out policies from five insurance companies covering disability, injury, health and travel safety.
