The national scouting movement began to be reorganized in 1960. On March 9, 1961, President Soekarno gathered figures from the Indonesian scouting movement to renew organizational activities and merge all organizations into one under the name Pramuka.
President Soekarno also formed a committee to form the Scout Movement consisting of several prominent figures. This event was later known as the Scout Movement Day.
On May 20, 1961, Presidential Decree Number 238 of 1961 concerning the Scout Movement was issued. In this decree, the Scout Movement officially had the symbol of Tunas Kelapa.
