The national scouting movement began to be reorganized in 1960. On March 9, 1961, President Soekarno gathered figures from the Indonesian scouting movement to renew organizational activities and merge all organizations into one under the name Pramuka.

President Soekarno also formed a committee to form the Scout Movement consisting of several prominent figures. This event was later known as the Scout Movement Day.

On May 20, 1961, Presidential Decree Number 238 of 1961 concerning the Scout Movement was issued. In this decree, the Scout Movement officially had the symbol of Tunas Kelapa. Furthermore, on July 20, 1961, all figures of the Indonesian scouting organization gathered at the Senayan Sports Palace to declare their merger with the Scout Movement organization.

The moment was called the Scout Movement Pledge Day. The Scout Movement was then officially introduced to the wider community through a ceremony in the courtyard of the State Palace on August 14, 1961, which was designated as Scout Day.

The description of this symbol is stipulated in the Kwarnas Decree Number 06/KN/72 concerning the Scout Symbol. The creator of the Scout symbol is Sunardjo Atmodipuro, a National Andalan and Scout Leader who is also an employee of the Department of Agriculture.
